In order to prevent users from feeling ill during WebVR sessions, it is necessary to reduce latency to the minimum and implement features that reduce the effects of latency. We will need mechanisms to track latency and identify regressions.

This bug is no longer dependent on Bug 1169000 (Render, Composite, and Present within 1 vsync interval), as the VR Dedicated rendering path that landed in Bug 1250244 achieves this for WebVR content.
No longer depends on: 1169000

Direct rendering support for OpenVR and Oculus has been implemented with a VR specific rendering path in the WebVR 1.0 patches. We now have lower latency than the other WebVR compatible browsers. I think we can close this bug.
