This bug is no longer dependent on Bug 1169000 (Render, Composite, and Present within 1 vsync interval), as the VR Dedicated rendering path that landed in Bug 1250244 achieves this for WebVR content.

Direct rendering support for OpenVR and Oculus has been implemented with a VR specific rendering path in the WebVR 1.0 patches.
