in the file dom/apps/OfflineCacheInstaller.jsm there is a call to createCodebasePrincipal that only passes the app id origin attribute in.

does the offline cache installer need to isolate on user context id as well as app id? is this b2g specific? should we be isolating web apps by user context id?
