STR:
1. Set privacy.trackingprotection.ui.enabled=TRUE
2. Open FF, go to about:preferences
3. Set "Use tracking protection=Always"
4. Open a new browser window, go to cnn.com
5. In the first browser window, set "Use tracking protection=Never"
6. Open the control center on the second window

Actual results:
TP shield icon still displayed in the location bar of the second window, although the control center doesn't display the TP section

Expected results:
TP shield icon should disappear from the second window

Note that this works fine if changes are made in the same browser window.

I can no longer reproduce this issue in the latest Firefox 130.0.1 and Nightly 132.0a1 versions on Windows10 x64.

I followed these steps to conduct the test:

• I opened the first Firefox window and navigated to cnn.com
• I then disabled Enhanced Tracking Protection by clicking on the shield icon and selecting the option to turn it off. The shield icon now appeared with a strikethrough, indicating the protection was disabled.
• next, I opened a second Firefox window and loaded cnn.com again; the shield icon in this window also displayed with a strikethrough, confirming that Enhanced Tracking Protection remained turned off.
