After an app/website is added to Apps, opening this content again in Web Apps still prompt a banner on the right-bottom

[Reproduce Steps]
1. Launch Apps -> Web Apps/Dev Web Apps
2. Adding any app/website to Apps
3. Opening the added content

[Expected Result]
If content already added to apps, the banner shouldn't prompt

There still show banner to remind user add content to apps
