STR:
 1. Open standalone.html attachment 8710335 [details] of Bug 1241394
 2. Try to scroll by scrollbar

ACTUAL RESULTS:
The content would not scroll

EXPECTED RESULTS:
The content should scroll

This looks like a dupe of bug 1241394. I'll track the issue there.

Despite the similar titles, I think they might be different - Alice did intentionally spin this bug *off* of that one, so I think we may need more info before duping.

(And in particular, the regression range for this bug (end of comment 0) is different from the regression range in the other one (bug 1241394 comment 3). So, they're definitely not dupes from that perspective, despite having similar STR.  Though it's possible that the other bug's patch-stack ends up fixing this bug, in which case duping may make sense.)
