Right now it is impossible to switch tabs for rules/computed/animation/etc. We need to make sure that it is workable with the screen reader.
The way this should work is: Once bug 1242854 is fixed and tab lands on the currently selected tab in the tab list, arrow keys left and right should switch tabs, and the tab key should switch to the first control within the selected tab panel. It is not necessary to make tab stop on all items in the tab list itself.
Triaging as P3 since not a current team priority (filter on CLIMBING SHOES).
