Synopsis:You're asked about sending unsent messages when going online when 
there're no unsent messages.

Steps to Reproduce:
1.Open the browser.
2.Go to the Mail/Newsgroup window.
3.In menu bar,click "File"->"Offline"->"Work Offline",then it turns to offline 
state.
4.Don't send any message,verify there is no unsent message.
5.In menu bar,click "File"->"Offline"->"Work Online",then it turns to online 
state.

Expected Results:
It turns to online state without being asked about sending unsent messages.

Actual Results:
You're asked about sending unsent messages when going online.

antonio, this bug is about being asked to send unsent messages when there aren't
any. Your patch just adds anothe place in the code where we ask to send unsent
messages. I don't see how that can prevent this problem.
