Netscape6/6.2.1 

Steps to Reproduce:
1.Open browser.
2.Go to Mail/News window.
3.Switch to Offline state.
4.New some messages,send them later.
5.Restart netscape mail.

Expected Result:
It should ask if you want to send the unsent mesages.

Actual Result:
Nothing appears.

This is new patch,please review my patch!   

Putting this code inFolderPaneSelectionChange() would not only notify the user
when we startup, it would also popup the dialog every time he/she changes
folder.  Right?
