the page proxy icon - the little icon to the left of the url in the location
bar. Has no tooltip. It needs one to let people know they can drag it and whatnot.

we saw this while doing xptoolkit triage so we're giving it the instant plus.
jatin, we need the exact wording and hewett will take it from there.

Based on similar wording in Communicator 4.x, this is my suggested wording:
"Drag and drop this icon to create a link to this page."

VERIFIED Fixed with 20020308 builds. I would've preferred
"Drag and drop this icon to create a link to this page and whatnot."
But I guess your way is best :-)
