We need a Heka filter that uses the schema defined in Bug 1243523 to validate incoming main pings. Ideally, we would like to end up with a dashboard that reports some statistics on the submissions/metrics that didn't pass validation (and the reason for it). 

I am implicitely assuming here that in a first pass we are going to throw away any submission for which at least one of its metrics has not passed validation. This is likely way too strict and we should refine the acceptance criteria in a second pass.
