No matter how you access the bookmark manager in Mac OS 9.2.2, and Moz 9.8
milestone, it obscures the lower scroll arrow. Now you can still click on it (it
is there, but only the top 5 px or so are showing). Maybe this is better classed
as a layout bug, but that's just my shot in the dark. I've tried it via the
open-apple-B, via the bookmarks icon from the personal toolbar, and from the
Bookmarks menu, behavior is the same. Also, stretching or shrinking the manager
does not result in the arrow being redrawn or made visible. 

To reproduce:
1) Open the browser. 
2) Access the bookmark manager via any method.
3) Note that the lower scroll arrow is obscured.
Reporter, does this occur in both Modern and Classic themes?
I'll be...good question. I tested the modern skin and the classic and it only
happens in the modern.

Confirming that this is happening in build 20020208-09. MacOS X also affected.
Only affects modern theme, not classic. No duplicates found.

It certainly appears as if the height of the scroll bar does not have the grow
box (the area in the lower right corner that you grap to grow the window) height
subtracted from it, so that when the grow box is drawn, it overwrites the bottom
of the scroll bar.  From my old (certainly obsolete, but probably still
accurate) Inside Macintosh docs, when defining the rect to be occupied by a
vertical scroll bar, the bottom coordinate should equal the bottom of the window
- 14.  The 14 is to allow for the grow box.
