[Steps to reproduce]:
1. Start FF with a new profile
2. Open about:preferences#privacy and set TP="always"
3. Open cnn.com
4. While the step 1 of TP Tour is displayed, navigate back, forward or enter a new url in the location bar
[Expected result]:
The tour should dismiss since I'm on a page with no active content
[Actual result]:
Step 1 of TP Tour remains displayed after the page changes

I was able to trace the display of the Tracking Protection tour information panel back to Nightly 63.0a1 (2018-09-01).
Closing this as WORKSFORME based on this article: Content blocking was redesigned in Firefox version 70 and is now Enhanced Tracking Protection.
