12462 - double collapsed borders are quadruple

DESCRIPTION:  Collapsed borders on table with border-collapse: collapse look
more like quadruple borders.  This has to do with the way the borders are drawn
- each half of the border is drawn by a different element.  That code could
probably use changing.

STEPS TO REPRODUCE:  Load attached test case.

ACTUAL RESULTS:  Triple/quadruple borders, some other messiness too that I think
is dup of other bugs, but it might be worth checking.

EXPECTED RESULTS: Double borders.

DOES NOT WORK CORRECTLY ON:
 * Linux, viewer, 1999-08-24-08-M10
 * Windows, apprunner, 1999-08-24-09-M10

ADDITIONAL INFORMATION:
The corners of dashed borders don't look too great either, but that's just the
corners...

This bug has to do with the way the border drawing code is misused, whereas bug
22897 has to do with the displacement of an inner part of the table.
