Steps to reproduce:

I only tested Newsgroups.   I tested both Windows and Linux 64 bit Thunderbird.
Set preference in newsgroup settings to "Start reply below quoted msg".
1st setup is "mail.compose.wrap_to_window_width=false" in about:config

2nd setup is to change "mail.compose.wrap_to_window_width=true" 



Actual results:

With wrap set to false the reply always starts after the quoted msg when either composing in text or html.

With wrap set to true, the reply starts at the top when composing in TEXT but starts below if composing in HTML


Expected results:

Compose should always start below quoted msg if that is what the preference is set for, regardless of HTML/TEXT or WRAP.

Should have added I tested with latest release 38.5.1 version of Thunderbird.

Also noticed that Compose in HTML honors the "reply below" but since newsgroups are set for text only, I get a popup to send as text only.   But this gets annoying.    Wish someone would fix this....

This is actually a duplicate of the really old bug 233705.

If it were up to me, I'd probably just drop that pref, since it seems to just cause problems with quoting, and I'm not convinced it's valuable enough to keep the pref around.
