Steps how to reproduce  with unofficial (from <http://seamonkey.callek.net/contrib/>)  en-US SeaMonkey 2.44a1  Mozilla/5.0 (Windows NT 6.1; x64; rv:47.0)  Gecko/20100101 Firefox/47.0 Build 20160208090255  (Default Classic Theme)  on German WIN7 64bit:

1. From Browser via Status Bar launch HTML Web Page Composer
2. Menu  'Format → Page Colors and Background Image ...' 
   » 'Page Colors and Background' dialog appears
   Bug: Path string Input Line height only 2mm, path of background image
        can not be read (see screenshot, below "Background Image")

Additional information:
a) Same problem with unofficial (from 
   <http://seamonkey.callek.net/contrib/>)  en-US SeaMonkey 2.44a1  
   Mozilla/5.0 (Windows NT 6.1; WOW64; rv:47.0)  Gecko/20100101 
   Firefox/47.0 Build 20160205232941  (Default Classic Theme)
   on German WIN7 64bit
b) Selecting other language with German, French or Lithuanian Language
   Pack will heal the Problem
c) Selecting other language with Spanish Language will not heal 
   the problem.

d) Safe Mode without add-ons will not heal the problem
e) New Profile will not heal the problem
f) Also reproducible in HTML-Email-Compositon
   (I will check Thunderbird later)

k) TH Version of possible appearance only calculated form SeaMonkey version, 
   not tested with TB.

I don't understand your process of determining a regression range, but the range you present is unusable. Using nightly builds you should be able to establish a one day regression range, unless there many missing nightly builds.

but I do confirm seeing the failure using a nightly thunderbird build
