This includes a fix for bug1275690
For class toplevel::slave::releng::build, "include packages::mozilla::py27_virtualenv" was also in a not Windows clause in the same manifest:
if ($::operatingsystem != Windows) {
include packages::mozilla::py27_virtualenv
