STR: Open the https://bugzilla.mozilla.org/show_bug.cgi?id=1000000, the "Bugzilla@Mozilla – Bug 1000000" is not clickable on the upper left corner, because it refers to the page itself. Click the "Add an attachment" to go to https://bugzilla.mozilla.org/attachment.cgi?bugid=1000000&action=enter. The "Bug 1000000" of "Bugzilla@Mozilla – Create New Attachment for Bug 1000000" is clickable, but it is difficult to detect. Other pages also have the similar clickable bug number, it is no visual difference with other content. The "Verify Version, Component, Target Milestone" (Move to another product) page looks good, the link have color in "Cancel and Return to bug xxxxx".
> the "Bugzilla@Mozilla – Bug 1000000" is not clickable on the upper left corner Does not exist here. Which skin are you using? See https://bugzilla.mozilla.org/userprefs.cgi?tab=settings

This is the string displayed in the upper bar. Underlined strings in the upper bar would be ugly IMO. Maybe a slightly different color, I don't know. I agree it's not really discoverable as it is currently.
