AR:  Sidebar is very huge and couldn't be resized
ER:  There should be a way to make sidebar narrow enough

This is behavior change from bug 1161698

Fixed on:   Win7_64, Nightly 48, 32bit, ID 20160323030400

There's still no way to control sidebar's width, but at least it's not too wide.
