125328 - Biff won't work after failing to connect to server, on mail startup

Description

Build 2002021203, Win98, pop mail.
Consider the following average user example, who uses dial-up and he pays on
per-connection time basis:
1. Activate automatic incoming message checking & retrieval (biff).
2. Restart Mozilla (for the biff to become active, see bug 24594), then close it.
3. Close the internet connection, then open Mail client (to compose, read,
delete  messages etc).
4. Activate internet connection.

Expected results: biff checks for new messages after a while (time depended on
the related preference).

Actual results: biff doesn't work till the end of the session. If you click "Get
Msgs" once, biff starts working as expected.

Note: Didn't test it on Win2k or with turbo mode enabled. Works as expected if
internet connection is interrupted in the middle of the session. The issue
appears only when pop server is not reachable when Mail client is started.

Additional notes: This bug appeared after fixing bug 123440. The workaround (a
single manual message retrieval to unblock biff) wouldn't, imo, make the fix
unecessary for Mozila 1.0. User needs to perform the workaround after every Mail
startup, if connection is not available at that moment. Nominating.

Still an issue with 1.3 Final.  I'm having a problem with my 1.4b build, so I 
can't verify that.

Additional info to the description: given the setup described in the report, Get 
All New Messages doesn't work either, until each individual account is subjected 
to a manual Get Messages.

Worksformw with official Thunderbird 2.0.0.6 (20070728). 
1. Sent myself an email
2. Closed my dsl connection
3. Opened it long after the biff period

Result : received the email automatically on next biff. Anyone else to perform this test?
