Jonathan Jiang: what is your setting for these preferences?
Account Settings|Server Settings
[] Check for new messages at startup
[] Check for new messages ever ____ minutes
[] Automatically download new messages
I see a very similar situation, but not on startup. I do not have Mozilla keep
my passwords (for 3 POP accounts) saved. For me, the problem occurs as follows:
- Start Mozilla Mail/News while not connected to network (not dialed up).
- All accounts time out without accessing server (and so Moz never asks for any
password)
- After dialing up, Mozilla does not attempt to check accounts automatically,
nor does it check any of the individual accounts if I click "Get All New
Messages."
I have all three of those preference checked, with a 10 minute check.

I've done a little more research; the symptom I am talking about is Bug 125328.
I believe this bug is a dupe, unless you really are seeing a problem at startup
with messages not being checked at all until Get Message is selected for an
individual account with the "Check for new messages at startup" preference set.
