1) Start Firefox Dev Ed with a clean profile
2) Access https://www.pinterest.com/
Observe: There is lag with page loading correctly.
Collaborations seem to suggest there is a CSS lag
Please see attached mp4 file demonstrating the error
E10s specific: NO, occurs when multi-process is enabled or disabled
Only occurs first time on clean profile.
Trying to play the video says the file is corrupt.
Is this a regression?

Is this just a flash of unstyled content? Could it be network (or Pinterest CDN)-related? Can you make it happen regardless of network, Michelle?

I couldn't reproduce this issue on Windows 7, 8.1 & 10 with Firefox 49, 50, 51.0b1, 52.0a2, and 53.0a1.
Tested with fresh profile, e10s on or off.
