In https://bugzilla.mozilla.org/show_bug.cgi?id=1252281#c2 I noticed that Guarani (gn) which is a locale recently added to Firefox 45, does not have EME-free builds generated which seems to me like an automation bug.
Possibly an issue with partner repack configs?
