This isn't related to fxsearch, and is not a regression (I haven't checked regression range) Anyway, it's not a regression from bug 1264983 for sure. But probably setting level=parent on downloads panel will fix this bug, just like it fixed bug 1264983

Whoops, you're right. Somehow how I replaced "downloads panel" with "urlbar panel" in my mind when speed-reading this bug. Thanks for the correction.
