STR:
1. Open any non-Firefox application, e.g. Windows Explorer (Win+E). Maximize it.
2. Launch new Firefox profile
3. Open http://www.rp-online.de/
4. Press Ctrl+S to open modal save dialog. Press Enter to save the page
5. Switch to the window opened in Step 1
6. Do nothing for 1 minute (wait until the page from Step 3 is saved)
AR:
(screenshot) Downloads panel appears on top of other windows out of nowhere
ER: Either X or Y
X) Downloads panel shouldn't appear on top of other windows if firefox window is in background
Y) (not so good) Firefox window should become focused and downloads panel should appear normally

This isn't related to fxsearch, and is not a regression (I haven't checked regression range)
Anyway, it's not a regression from bug 1264983 for sure.
But probably setting level=parent on downloads panel will fix this bug, just like it fixed bug 1264983

Whoops, you're right. Somehow how I replaced "downloads panel" with "urlbar panel" in my mind when speed-reading this bug. Thanks for the correction.

That isn't the right fix for this. The right fix is to not display the downloads panel at all. Possibly it could be made to appear when the user focuses the window again.
