I discovered this while reporting bug 125828.

I'm only guessing that it's a modal dialog box. Here's how to repeat:

Open another browser window. Bring up 'Find...' and search for something that
you know isn't on the page. Get the Alert box that tells you that it couldn't
find anything to come up.

Now head to another browser window. Try to use it. You can't do anything other
than type into the last text entry box you had focused. "Can't do anything"
includes moving the scroll bar, clicking Submit, or accessing the menus.

I wouldn't know if this also happens to tabbed windows since you can't select
another tab if the box is up (which is probably by design).
