1258812 - Create content notifications experiments

Description

After landing the content notification patches we want to spread our Nightly users over four experiments:

A) No content notifications
B) The prototype implementation based on timers and ~12 hour checks for updates
C) Check for updates in the morning (8 am) - "commute to work"
D) Check for updates in the evening (5 pm) - "commute from work"
