The relengbot work is great and we would like to move it under the mozilla github org so other people can contribute

Actually, this just needs a "team maintainer" for the "releng" team (the managers) to do. But I went ahead and did it.

Any suggestion on making the contact info more visible? Step 4 had a link to the org admins.
