Inter-app connections are registered at install time from a mozApp manifest. As we are removing mozApps we also need to remove the Inter-app Communication API.
This was originally implemented in bug 876397 based on https://wiki.mozilla.org/WebAPI/Inter_App_Communication_Alt_proposal
