Steps to reproduce:
Need two monitor system, Windows 10.
Monitor 1, 1920 x 1200 <-- TaskBar is on LEFT
Monitor 2, 1920 x 1080 <-- TaksBar is on BOTTOM
Firefox is configured to start with a height of 1080 at top screen
Actual results:
When a new window is created on second monitor, the address bar is cut off and thus cannot be moved. If resized either in width or height, the window properly positions itself. The file is a screen dump and thus represents 3840x1200 but the visible portion stops after the right track bar.
Expected results:
Window should be created on second monitor with window at TOP of screen.

Unable to reproduce this issue with the latest Firefox 86.0a1 on Windows 10 with two monitors display and different monitor sizes.
