When I autoland something via MozReview, an info box comes up that says something like: "Some jobs failed on mozilla-inbound 1 jobs testfailed,28 jobs running,15 jobs pending,1 jobs success" Tier 3 failures seem to be counted among the failures. I think they shouldn't be - I think what's counted should match what Treeherder shows by default.
