Details

The initial empty state for the history panel should be what is essentially the "Set up Sync" empty panel, with appropriate copy (not sync-specific). Once a history item is visited, this should change to the folder view in bug 1261527. (If history is completely cleared, the "Set up Sync" hint should not return.)
