On my laptop hp, with Nvidia GeForce GO 7400 graphics card, with Windows 10 64bit, with Firefox 45.0.1 64bit, the graphics accelerator is not enabled.
In line Windows GPU acceleration is: 0/1 Basic (OMCT)
In line hardware support for H.264 decoding it is: No; Hardware video decoding disabled or blacklisted

Nvidia does not support your video card under Windows 10, which is why hardware acceleration has been disabled in Firefox.

:milan, this seems similar to bug 1260574 in that the user has a Nvidia 7000 series video card, which is not supported in Windows 10, but it looks like ermete74 has managed to install some windows 8 drivers. I suspect that as more people upgrade to Windows 10 these types of configurations will become more common in that official driver support simply doesn't exist.

Could you go to about:config and set a boolean preference layers.prefer-d3d9 to true, restart, and let us know if the results are the same, and still no acceleration?
And, yes, I would expect an up to date card/driver to resolve this issue.

In about: config, in line layers.prefer-d3d9, changing the value from "false" to "true", the value in line "Windows with GPU acceleration", changes from "0/1 Basic (OMCT)" to "1/1 Direct3D 9 (OMCT)".
But I have another problem.
Please, first explain what layers.prefer-d3d9 be.

That preference just tells us to use Direct3D version 9, instead of Direct3D version 11 - the later makes sense because you are on Windows 10.  This should magically work, but because of the driver versions does not.

Can we make sure there's a pref for this, I expect this will cause some issues and it would be good if we had the ability to just tell people to flick a switch in order to test.

Were you thinking off by default?  Right now, it's on by default, but the users will see it in about:config and be able to change it.  If it is to stay on by default (fallback happens), I'm going to wait for 49 (next week) to land this.

I reset Firefox.
In line "layers.d3d11.force-warp", I changed the value from "false" to "true".
The value in the line "Windows with GPU acceleration" is changed from "Basic 0/1 (OMCT)" to "1/1 Direct3D 11 WARP (OMCT)"
But with this change, the CPU is under stress with videos in HTML5, the percentage of CPU usage is high.
With old changed, in line "layers.prefer-d3d9", changing the value from false to true,

With this change, the CPU is not under stress with videos in HTML5, the percentage of CPU usage is low.
What value, "1/1 Direct3D 9 (OMCT)" or "1/1 Direct3D 11 WARP (OMCT)" is better?
But with the value "1/1 Direct3D 11 WARP (OMCT)" the CPU is under stress with videos in HTML5, with the value "1/1 Direct3D 9 (OMCT)" is not under stress.

OK, I think I know what's going on.  The patch on this bug helped, but wasn't enough in your case.  Does setting layers.componentalpha.enabled to false and restarting (otherwise all other preferences default) help?

Greetings, with this change, "layers.componentalpha.enabled" to false, Direct3D 11 is active.
But I've already written, with Direct3D 11 active CPU is under stress, Hardware H264 Decoding is: "No; Hardware video decoding disabled or blacklisted".
With the first change recommended, "layers.prefer-d3d9" in true, Direct3D 9 is active, H264 Decoding is active, the CPU is not under stress.
Direct3D 11 active is worse than Direct3D 9 active.
Solution to solve this?

Yes, the correct state for you is obtained by setting layers.prefer-d3d9 to true (the rest stays default.)  The bug on our side is that we do not reach that state by default, without you having to set that preference.  Once we fix this problem, you will be in the situation that is exactly the same as setting layers.prefer-d3d9 to true today.  I would suggest you set that preference for now, and monitor this bug for the fix - there are a couple of bugs that are modifying how we do the decision making about acceleration, and we need to have those landed first.

No. This is working as intended. VP9 software decoding is automatically enabled when hardware decoding is not available.
