2. Start closing tabs to see white blinks and flashes

As per the video, the white flash happens intermittently. I can only reproduce on Windows.

I suspect this is a dupe of bug 1237654.

:Virtual, if you re-enable tab animations (set browser.tabs.animate to true), do you still see this? If not, I think this is a dupe.

Yes, looks like it's a duplicate of bug #1237654, as setting "browser.tabs.animate" to "true" in about:config, makes it not to occur anymore.
