The Image Manager lets you `block images from this site', but background images
specified in a style sheet are not affected by this setting.
Reproducible: Always
Steps to Reproduce:
1.Go to http://www.go-mono.net/
2.Select `block images from this site' from the Image Manager menu (Tools >
Privacy and Security)
3.Refresh the browser window.
Actual Results: The big mono:: logo has vanished from the top of the screen but
the background grey squares in the top left of the screen are still there.
Expected Results: The background images specified in the stylesheet should not
have been loaded.
