12668 - [Dogfood] Send doesn't work- message still up, message not sent

Using 1999082617 M10 on win98, 19990826 on linux, (mac not tested yet), Send
doesn't work.  Message stays up on screen and message not sent.

1. Launch Messenger
2. Click New Msg
3. Fill in an address and a subject
4. Put something in the body (there is already a bug logged for the text in the
body landing in the signature (12663))
5. Click Send from the toolbar.

Result: Message stays up on screen and message not sent.
Expected: Message goes away and is sent.

Mac build 1999082616 has this problem too.

If something goes wrong during the send, the compose window wont close. It's a
normal behavior. What missing here is an alert telling you what appends.

This bug was about Send not sending but duplicate or not, Send is working with
the 1999082712 build on Win98 (even though the duplicate is not fixed)  I will
check this on Mac and Linux too, then update this bug.

Using 1999083116 M10 on linux I'm and 1999083108m10 on mac this is working,
Verified.
