This is a design issue, not an implementation one --> ni from Stephen about how we should handle this.

You can still tell which window is focused by the accent color of the 1-device-pixel window border, but I guess against some backgrounds with some accent colors that is hard to see.

FWIW, we have shipped 5 releases with this, and I don't think it needs to be tracked for a release.
