Yes, it's possible that the change affects older gtk3 versions. But FAIK 13.04 is not supported anyway and it's also not a Tier Linux platform so I suggest to close as WONTFIX.

http://distrowatch.com/table.php?distribution=ubuntu says 13.04 EOL was 2014-01 Seems like there is a bug somewhere, but this is low priority and hard to diagnose if it only affects an obsolete distribution.

Up to you, sounds like a wontfix to me. Paul are we still testing 13.04 or did you just happen across this bug?

We are no longer testing non-LTS Ubuntus, I even got an upgrade meanwhile to 16.04 LTS. But if manual verification may be required here once it gets fixed, I could set up a vm and confirm it.
