1270221 - New article needed for MacOS version support

We need a new article targeted at users who are running MacOS versions less than 10.9. These users will not be able to run Firefox 49, and will need help:

* if they can upgrade to a new MacOS version, provide links/intructions to get them started
* if they cannot upgrade, suggest secure browsing alternatives (Firefox ESR will be available until next January).
* There may not be any secure browsing alternatives after next January, in which case we just need to explain that.

This article will be linked to users when they check for updates from within Firefox (bug 1269811). It will also be linked to from www.mozilla.org when users on these OS versions try to install Firefox (bug bug 1270220).
