Bookmarks created in Private Browsing do not include favicon. See the attached partial screenshot where first bookmarked article was bookmarked from a private browsing session and the second was bookmarked from a normal session.
Since a bookmark is persistent evidence one has visited a website, there seems to be no harm including the favicon.
Bug id 666782 has a confusing discussion related to this problem. I somewhat buy the argument that a favicon used only by bookmarks created from private browsing shouldn't attempt to update itself. And perhaps a favicon used only by private bookmarks should be cleared if all bookmarks from the website are removed. That's not a bad idea whether or not the session is private, since the amount of data (one favicon) to overwrite is very small.

Is this a regression?
IIRC we used to allow favicons for bookmarks, even in PB mode (thus bug 666782).

It's an old issue, I tested with FF33, same issue, bookmarks created in PB mode have no favicon.
