According to the latest UX spec(https://drive.google.com/open?id=0BwbmH5cX2W6OVnhuU2p1bTZPVGc) page 13, navigation between first row and second row shouldn't have content scroll

[Testing Steps]
0. Pin more than 7 cards in home
1. Invoke add folder
2. Navigation between first row and second row

[Expected result]
No content scroll

[Actual result]
Content will scroll up/down

Environment: 2.6 Simulator

Update step 0, there should have more than 14 cards(two rows) in card picker

After discussing with UX, the current design is helpful to make user notice focus change and more cards are down there. So keep the current design scrolling behaviour.
