In bug 1241685, we added TelemetryPreferences to sync the Gecko server url preference with our Java code. For this bug, we want to do the same for the enabled state: * Merge TelemetryUploadService.setDisabled into TelemetryPreferences * Reconcile ^ with the gecko preference. Follow the pattern for the server url in TelemetryPreference to add the GeckoPreference for "toolkit.telemetry.enabled". * Make toolkit.telemetry.enabled set to disabled for developer builds (!AppConstants.MOZILLA_OFFICIAL) – make sure there are no side effects (e.g. Gecko uploads don't get screwed up, but I'd think they should be disabled for developer builds anyway, unless there is local build telemetry I don't know about) * Don't forget to update https://wiki.mozilla.org/Mobile/Fennec/Android/Java_telemetry !
