This is not bug 1272401 because it works in 2.46 with the wip patch applied and also not bug 1270848.

Click mozilla.support.seamonkey: http://www.seamonkey-project.org/community
Click on the first entry in the list.
Push Back. You are now on mozilla.support.seamonkey again.
Push Back and you are still stuck on mozilla.support.seamonkey.
Usually it seems to work but just not here.
Workaround: You can pick the previous page from the list of the Back button.

I reproduce this problem on remote (http:// and https://) pages but not on local (file:///) HTML pages.
When navigating HTML pages on my local HD, Back/Forward works as expected and the URL bar text is correctly updated regardless of whether I go to different pages or to various anchors on one page.
The list of recent URLs for the current tab found at the bottom of the Go menu allows me to go back or forward at any reasonable depth even when the toolbar Back/Forward buttons are not functional.

NOT REPRODUCIBLE with English SeaMonkey (unofficial by frg) 2.47a1 (NT 6.1; Win64; x64; rv:50.0) Gecko/20100101 Firefox/50.0 Build 20160628114904 (Default Classic Theme) on German WIN7 64bit with newly created user profile:
1. Quit SeaMonkey
2. Launch SeaMonkey (browser) via Profile Manager, create and
use new user profile
» <http://www.seamonkey-project.org/start/> appears
3. Click SeaMonkey Icon in Bookmarks Toolbar
» <http://www.seamonkey-project.org/> appears
4. Click Community and Support (left menu link pane on page):
» <http://www.seamonkey-project.org/community> appears
5. below heading "mozilla.support.seamonkey" click link
"view topics” behind “Google Groups”
» <https://groups.google.com/forum/#!forum/mozilla.support.seamonkey>
appears
6. Click Back-Icon in Navigation Toolbar several times and observe which pages
appear
» As expected pages step back until
<http://www.seamonkey-project.org/start/> appears
Is the problem caused by some currently unknown preconditions or do I miss something?

Good news. Seems to be indeed fixed. I tried a 2.47a1 from 06-21 and the problem was still there. In my x86 06-28 it's gone. Also no longer able to reproduce it in 2.45 from 06-28.
Looking at the backported bugs to beta I identified 2 which might have caused this but at first glance they have nothing to do with the back button.
If if was bug 1279440 I need to test 2.44. Bug 1279425 is a unifiedcomplete bug which also seems unrelated.

Oos I see that 2.45 was never affected. Filed too many bugs lately:) I think we can close this one here. Must have been a core bug.

Not yet, the latest x86_64 hourly at ftp.m.o has build ID 20160625075045.

managed to build 2.47a1 under Debian. The bug is gone.
