A popup's initial dimensions are incorrectly sized to the content + 1px in width.

This leads to unexpected/inconsistent element widths (see attached xpi)
This is intentional, and it may need to be increased to 2px, until someone can do the platform work to handle the cases where the sizing algorithm underestimates the necessary size.
Is there currently an open issue to track that work?
No. That's why I'm leaving this bug open.

Just to add some additional info: this bug seems to interact with the popup dynamic sizing in a way that causes the popup content to briefly expand to full container width, then adjust back to width minus 1px as the popup is sized.

It happens quickly and it's only 1px, but it's a noticeable effect. I can provide an example if needed to illustrate.
