User Story

We will split out Firefox into multiple independent localizable things.

They will allow localizers to select which parts of Firefox to work on, and with l20n, change selected UI language for each independently.
We need to figure out which things to split Firefox in to. Candidates are Firefox, devtools, browser console, at least.
