The fallback mechanism needs to be well measured in order for us to analyse its benefit to users.
The minimal things that should be measured are:
- how many times it decides to use the fallback content over a plugin content
- on how many pages it decides to do so
- how many times a user decides to disabled it per session/per website
- how often a user visits a website in which the fallback mechanism is disabled
And also we should store the pref that controls it on the telemetry environment in order to be able to correlate its benefits with other telemetry measurements.
