Device: iPhone 6 Plus

Steps to reproduce:
1. Go to qwant.com
2. Tap the search bar
3. Tap the spyglass icon

Actual results:
- Error message is displayed: "Failed - The search provider could not be added".

Expected: 
- Qwant should be added as 3rd party search engine.
Blocks: 1205877
The issue with qwant is that their search input form has no `action` attribute (which is not conforming to the standard).
This doesn't fix the issue (we'd like Qwant to be usable as a 3rd-party search engine), but it at least ensures the button to add a search engine will only be shown when it can find actually construct a query URL for the search engine: https://github.com/mozilla/firefox-ios/pull/1959
