Steps to reproduce:

I'm not 100% sure whether it's a bug, but I'll leave this issue just in case. 
Pressing "Show all downloads" in downloads menu opens new window in normal mode and opens "about:downloads" tab in private mode. 



Actual results:

After pressing "Show all downloads" new window with downloads is open.


Expected results:

New tab with "about:downloads" should be opened.
