Details
STR:
1) Open a new nightly browser.
2) Open options from the hamburger menu
3) Click on the privacy tab
4) Click on "remove individual cookies"
5) Observe that a tab with the URL "http:///#" is opened.
6) Close the bogus tab to reveal the cookie management dialog
This seems to happen for "manager your DNT settings" and "clear your recent history" as well.
It does not seem to reproduce in FF49. Only in FF50.
