The design based on a "dismissed" anchor icon for Translation should be updated to match the functional design of other permission notifications and doorhanger notifications.

Translation has an icon like doorhanger notifications, but uses a notification bar, see attachment 8400844 [details] to get an idea of what it looks like. Clicking the icon hides/shows the notification bar.

...I thought we dropped translation as a feature a while back. Would it make more sense to just remove this entirely instead of updating it?

We never shipped it, but it's still (mostly?) working, and last I heard product management was still interested in making a deal with a partner to support the feature.
