Clicked on a download link (ftp://89.179.18.66/oldftp/TOOLS/SOFTWARE/Games/ScanMate/Tahni/tahnisetup.exe) at mmnt.ru/int.

Expected results:

Should have downloaded the file tahnisetup.exe.

You use a rather old March 8 2.45a1 preview. This was fixed in bug 1258161 but at a later date. I checked it with a current 2.45 release I compiled myself from current sources and the error does not occur. I was able to start the download and also didn't get the error when I entered an invalid about:xxxx url in the location bar. 

2.45a1 had several regressions and is missing a ton of fixes. Due to infrastructure issues we do not have a current release yet. You can use the 2.44 from 
https://l10n.mozilla-community.org/~akalla/unofficial/seamonkey/nightly/latest-comm-release-windows32/ until an official release arrives.
