This must be done prior to 49.0 shipping. The new "system requirements" field will need to be used to detect this.

Probably we can set this up a week or two in advance of 49.0 release.

I'd recommend against this, otherwise we'll hit a situation like bug 1292165. Note that users who receive a "desupport" blob don't just get a notice that says "you are no longer support", it also says "you are out of date", which is confusing when they're on the latest version still.
